Dana 20 Question

I resealed my Dana 20 before I bolted it onto the C4 I’m putting in next.
When I spin the “output shaft”(?) to the rear axle, it spins freely in ALL but 4LO...
In 4 LO, both front and rear spin. T shift. Not J.

Why won’t both spin in 4HI?

Did I jack something up?
I’m positive I had the spud gear/dana 20 gear on!??? (Or did I!)
Normal or broken?

Not normal. Can you turn the output when the C4 is in park?
